While the official language used in the global peace-keeping mission in Kosovo is English... American guard members say communication can still be a challenge. Meet Lt. Col. Owen Speidel as we "Skype with a Soldier". (Lt. Col. Owen Speidel/NATO Headquarters) "Kind of one of the jokes up there at Film City, what do you call someone who speaks 2 languages, bilingual, one language, American." He works for NATO headquarters, on the military base in Kosovo... And on his first deployment overseas... Lt. Col. Owen Speidel has had to learn quickly at his multi-national office. "There's 28 different nations up there out of 600 people, so there's a lot of different cultures, a lot of different languages, and although the official language is English, there are a lot of different levels of proficiency up there, can be difficult to communicate." While Speidel only speaks English... He daily communicates with soldiers from all over the world...Whether it's French, Italian, or the German military commander. "We'll visit one in taskforce center, or battlegroup center, and we'll visit one in battle group east, he loves to get out with the people, out with the soldiers, down at ground level." He says the global effort is evident... and locals are respectful to all KFOR troops. "It was independence day here recently, and as we drove down the road, you could see Kosovo flags, Albanian flags, American flags, so you see a lot of American flags flying around here." His best day so far is when the governor visited... Something he can share with loved ones back home, via skype. "Greatest invention the last ten years... Can't beat the price." Speidel says although the time difference can be a challenge... videochatting on skype allows him to talk with his kids every day... and see their faces. Or send messages... like this soldier shout-out. "Just want to say hello to Jordan, Madison and Tanya my three daughters, love ya miss ya, want to say helloto all my family members, friends in Bismarck, keep on trucking, I'm actually coming home on leave in a little bit, hope to see everybody, but life is good." Lt. Col Speidel is actually taking leave on Tuesday... and hopes to be back home in Bismarck by this Thursday.

Video: Fargo's New Flood Forecast
The Red River is rising and so is the anxiety level for residents Urgency has set in for the Red River Valley flood fight... The National Weather Service now predicts the Red to crest in six days. With the new numbers, the city of Fargo held an emergency meeting, and set final plans to start the flood fight tomorrow morning. Starting tomorrow, sandbags will be distributed to neighborhoods and clay diking will begin. Then Wednesday through Friday, a push for volunteers will be needed to place sandbags. As of now, the city does not plan to have businesses or schools close down to help. Officials say they are ready and have been preparing for this since last year. New predictions show the Red cresting two weeks earlier than originally planned. Officials are confident the city will be protected to 40 feet by Friday evening. The National Guard will be arriving in neighborhoods on Tuesday.
